The propiska as such has been cancelled many years ago; this institution has been replaced by a registration procedure of a different legal nature, but in a conversational speech the term has been retained and used as a synonym, and we will see how registration and de-registration are now taking place through the IFC.

What's an IFC?

The idea of establishing a separate structure for public and municipal services began in the late 1990s, but for a long time attempts to organize a single window service (the original name of the organization) were unsuccessful owing to the inadequacy of legislation, the lack of unified automated information services and the lack of technical and organizational training.

The IFC must be equipped with a conditioning system, a fire system, devices and reception facilities for the disabled, a toilet, a wardrobe, and must provide the most comfortable facilities for clients.

Step instruction

The discharge shall be made automatically upon registration in a new place. For simultaneous registration, the following shall be required:

  1. Prepare the papers.
  2. To contact the nearest unit of the IFC in person or in advance of the application on the public services website.
  3. Personally, get a ticket at the electronic terminal, wait for your turn.
  4. To fill in the form by hand on form 6 (in the case of residence registration, the equivalent of the former permanent registration) or form 1 (in the case of residence registration, temporary registration), following the instructions of an IFC specialist. To submit the documents.

Note!The current rules on citizens ' registration do not contain grounds for refusal of admission of documents and registration; freedom of movement and choice of residence is a constitutional right of the citizen.

Certain restrictions may be imposed by law in border areas, closed military towns, zones of environmental disasters, etc. (paras. 33 - 35 of the Administrative Regulations, approved by FMC Order No. 288 of 11 September 2012).

Depending on the type of housing and the status of the registered person, it may be necessary:

  • In the case of registration in dwellings owned by other citizens, the consent of the owner(s);
  • In the case of registration with municipal housing, the consent of other registered tenants.

The certificate of consent shall be placed on the applicant ' s forms and certified by an IFC specialist, i.e. the presence of persons who have authorized the registration is required when the application is submitted; consent is not required if the applicant is the owner (owner) of the dwelling.

With the development of the services of the IFC, the time spent on registration and issuance has been significantly reduced. Previously, the passport desks were in line long before the start of the working day, there was a self-organized recording system. The IFC can also have turns, but waiting times rarely exceed 30 minutes and most times are considerably shorter. The application procedure itself takes 10 to 15 minutes.

It is noteworthy that waiting times in turn are regulated and cannot exceed:

  • 15 p.m. - in initial application;
  • 10 a.m. - if repeated (if necessary, deliver documents, etc.).

Necessary documents and timing of registration

The list of required documents is minimal:

  1. Passport, i.e. consenting persons.
  2. Birth certificate for children under 14.
  3. SNILS (optional).
  4. Right-confirming housing documents (Certificate, extract from EGRP, warrant, social welfare contract, etc.).

The applicant has the right not to provide the documents referred to in paragraph 3 if the information contained therein is available to the public and municipal authorities, i.e. in almost all cases where the ownership or employment relationship has been properly established.

If the owner of the dwelling whose place is the subject of registration is a minor, a special permit must be obtained in advance, and the document must be issued by the Department of Welfare of Local Municipalities.

Note!Previously, there had been some disputes on the passport desks relating to the claimant ' s record-keeping, payment arrears, etc.

Citizens could not be required to produce a military ticket or debt certificates without justification, and IFC specialists are expressly prohibited from requesting any additional documents (paras. 30 - 32 of the Administrative Regulations, approved by the Council of Ministers for Foreign Affairs).FMC Order No. 288 of 11 September 2012.).

The registration period is three working days if the documents are submitted directly to the passport desk and the procedure will take 5 to 7 days at the IFC.

Filling out forms

The filling-in of forms shall not cause any difficulty. The following information shall be entered in the document:

  • The full official name of the registration authority;
  • The identity of the complainant and the minor ' s representative;
  • The details of the document confirming the right to housing;
  • Address of new housing;
  • Passport requisitions;
  • SNIL data (if available);
  • The data of the person in charge, indicating the relationship;
  • Date and signature of the applicant.

It would not be a mistake to apply abbreviations (instead of an area, back, instead of a division, etc.) and to fill in one row in several lines.

How to register and sign simultaneously through the IFC

This allows for the provision of a wide range of public and municipal services without long waiting lists in the branches of the Ministry ' s Department of Internal Affairs, the Tax Inspectorate and other bodies.

The issue of registration at the place of residence (residence) has always been a priority for both Russian citizens and guests of the country, so they understand their interest in the question of how to be released and registered at the same time through the IFC.

Nuances of the application through the Multifunctional Centre

When you're going to sign through the IFC for a new place of residence, it's worth remembering some of the nuances of this form of registration.

If necessary, a permanent or temporary registration must be made to a multifunctional centre with a full package of required documents and a statement.

At the same time, if you are the owner of the dwelling, you have the right not to provide title documents for the property to which the propiska is made, since information about the real estate can be requested by the employees themselves through Rosreestre. How to put a child in an apartment through an IFC.

It is recommended that this be done within one month of the child ' s birth, or within seven days of receiving the birth certificate.
