Legislative regulation of the issue

Calculation procedure

Regional features

Types of subsidies for special categories of Russians
Social subsidies for the most vulnerable Russians fully or partially cover costs that they would otherwise have to bear themselves.
However, difficult life circumstances (illness, old age, lack of work) or a special type of activity (for example, military affairs) do not allow them to fully take care of their material needs.
Then the state comes to their aid and allocates money from the federal or local treasury to solve their pressing problems.
Today the authorities are ready to “donate” budget funds for the following purposes:
- for various assistance to persons with disabilities;
- to support old-age pensioners;

Any subsidy has two important properties:
- it is free of charge, that is, having met all the conditions for receiving government funds, the citizen does not have to return them later;
- it is always targeted; subsidies are allocated only in certain areas.
Social subsidies are divided into two subtypes:

For young families

For military personnel

Subsidies for low-income citizens
Low-income citizens are those whose income over the last three months did not reach the subsistence level established in a given region. When determining whether a family fits the definition of “poor,” officials will make the following calculation:
- add up the income of all adult family members;
- divided by the number of household members;
- divide the resulting income for each person for another 3 (months);
- will compare it with the regional cost of living.
The amount of real estate subsidies provided to low-income families depends on the income level of a particular “unit of society” (or a person living alone). Sometimes they reach 90% of total expenses. A low-income family has the right to apply for a government subsidy if it meets one of the conditions:
- none of its members have housing - neither owned nor under a rental agreement;
- the family has housing, but each household member has less than the maximum permissible norm - 18 sq.m.;

For orphans
If children left without parents leave a specialized institution (orphanage, boarding school) without having their own housing, the state provides them with living space free of charge.

Single parent status alone is not enough to receive government assistance for the purchase of housing. But if such families do not fall under these requirements, a single mother (or father) has the right to join the Program for Supporting Young Families, if the age of the single parent has not exceeded 35 years.
For disabled people
Disabled people are federal beneficiaries, and they are provided with housing at the expense of the federal budget (on a first-come, first-served basis). But only if they joined the queue after January 1, 2005. Subsidy for utilities
