A change of place of residence haunts a person throughout his entire life. It’s not often you meet people who have lived their entire lives in one apartment. Most often, a change of residence is dictated by moving to another area, city or country.
Having settled in a new place, a person registers with the migration authority - in other words, obtains a residence permit. True, now the term “registration” has given way to a more modern definition – “registration accounting”. But before registering at a new address, you will need to check out of the apartment.

Is it possible to check out of the apartment?
The rules for deregistration and registration in Russia are regulated by Decree of the Government of the Russian Federation of July 17, 1995 No. 713 (as amended on May 25, 2017).
The law obliges citizens to check out if the apartment is no longer needed for living. For example, in the case of purchasing a new home in the same city or area.
At the same time, the owner of the apartment may not notify about his new residential address.
The new residential address is not indicated when:
- investing money in residential premises of a new building;
- departure for permanent residence (permanent residence) abroad;
- alienation of an apartment for debts as an object of collateral;
- sale of apartments and deregistration of temporarily registered persons.
Deregistration from an apartment occurs on the initiative of the tenant or owner being deregistered.

The basis for discharge is the submission of an application along with a package of documents. The Department for Migration Issues of the Ministry of Internal Affairs is responsible for registration of citizens of the Russian Federation (as well as foreigners).
In addition, the powers are addressed to the regional branches of the State Budgetary Institution “My Documents” (formerly MFC) at the location of the property. But in the second case, the registration period will also increase. Employees of the State Budgetary Institution “My Documents” process requests within 3 days.
This adds another 3-4 days for the transfer of documents to the Department of Internal Affairs of the Ministry of Internal Affairs at the place of registration of the apartment. The total time for discharge will be at least 7 working days.
Basic methods of leaving an apartment
Method number 1. Extract and registration at a new place of residence/stay
There are two options for the development of events: discharge and registration in the same city, or in different cities. The second option is much more difficult - it takes 2-3 months. You can be discharged and registered in one region within 14-30 days. Registration accounting is carried out automatically.
Deregistration occurs at the place of residence. But you can do it differently - contact the Department of Internal Affairs of the Ministry of Internal Affairs at the address of your new place of residence. The procedure is called “on request”.
A distinctive feature of the first method is the indication of the old and new place of residence (stay).
This option is suitable for all those who buy or exchange apartments within the same locality (for example, the city of Moscow).
Procedure
Instructions for checking out of an apartment for registration at a new address:
- Visit the territorial office of the Department of Internal Affairs of the Department of the Ministry of Internal Affairs at your new place of residence.
- Inform the registrars of your intention to withdraw from one account and join another.
- Fill out two tear-off slips of application No. 6.
- Submit the application and documents to the responsible registrar.
- Come at the appointed time to the Department of Internal Affairs of the Ministry of Internal Affairs and receive a passport with a stamp indicating your new place of residence.
As you can see, there is nothing complicated. However, in order not to be denied registration, you need to collect all the documents.
Required documents
Check-out from the apartment is carried out on the basis of the following documents:
- application in form No. 6;
- domestic Russian passport of the applicant;
- title document for the apartment - extract from the Unified State Register of Real Estate;
- house book (moving to a private house).
Do not forget to receive a coupon confirming the acceptance of documents for registration. Inspectors of the Department of Internal Affairs of the Ministry of Internal Affairs only accept the original passport. The document is affixed with a stamp indicating registration at the new place of residence.
Method number 2. Extract without indicating a new address - “to nowhere”
The second option is suitable if you move to another city. It is not necessary to indicate the address of the new place of residence if the latter is not yet known. For example, a student moves to St. Petersburg to study and plans to rent housing. Consequently, he needs to obtain temporary registration by first checking out of his parents’ apartment.
It will not be possible to discharge minors without a mother or father “to nowhere.” Children have the right to live with their parents (Article 54 of the RF IC). If the latter discharge the child, they must deregister themselves.
Procedure
Instructions for discharge “to nowhere”:
- Find out the address and opening hours of the migration office at your place of residence.
- Make an appointment with inspectors (for example, through the State Services portal).
- Fill out application No. 6.
- Submit your original passport and receive an acceptance certificate.
- Visit the Department of Internal Affairs of the Ministry of Internal Affairs, pick up your passport and departure sheet.
Next, all that remains is to register at your new place of residence. You should not delay the procedure, otherwise the citizen will face an administrative fine - the laws are inexorable (Article 19.15.1 of the Code of Administrative Offenses of the Russian Federation).
Required documents
With the second method, the candidate does not need to collect additional certificates. The list of documents for withdrawal is as follows:
- passport of a citizen of the Russian Federation;
- application in form No. 6;
- certificate of departure from the old place of residence.
It is noteworthy that the law obliges citizens to indicate the place of departure. But there is no need to rush to look for a new apartment. It is enough to write any address, even in another city. This will not affect registration records in any way.
Method No. 3. Extract by power of attorney
Legal practice knows many cases of transactions using a power of attorney. Checking out of an apartment is no exception. But in practice everything is much more complicated. Registrars are reluctant to meet powers of attorney. This creates some difficulties.
De-registration by power of attorney is possible only in the presence of compelling circumstances. Among them are:
- serving a sentence in prison;
- completing compulsory military service;
- severe illness (extremely rare).
The procedure for checking out of an apartment by power of attorney involves drawing up a permit document. The power of attorney is certified at the notary office at the place of residence of the principal. It is important to indicate in the power of attorney the fact of “extract from the apartment.” Registrars will not accept other wording. And then, the expanded powers of a not entirely honest trustee play a cruel joke on the trustee.
Procedure
Instructions for deregistration through a representative:
- Call the Department of Internal Affairs of the Ministry of Internal Affairs and find out if they are considering an extract by power of attorney.
- Draw up a power of attorney and have it certified by a notary.
- Come to the migration office.
- Fill out the application form No. 6.
- Provide documents and receive a coupon confirming acceptance of the application.
- Come at the appointed time to collect your passport and certificate.

Method number 4. Extract from the apartment on the State Services website
The difference between the remote option and the usual one is the use of the Unified Municipal and State Services portal. However, the deregistration procedure takes place in the same department of the Department of Internal Affairs of the Ministry of Internal Affairs at the place of registration of the property.
Online applications are processed within 3 business days. Registrars send a response via email or SMS. In order to submit an application online, you must have a Personal Account on the State Services website. In addition, you will need to prepare electronic scanned copies of documents. In this case, the user must have their originals in their hands.
Procedure
Instructions for submitting an application for deregistration from an apartment through State Services:
- Open the State Services website.
- Click the Electronic Services menu and select Service Catalog.

Do I need the owner to check out of the apartment?
The procedure for discharge from housing occurs at the initiative of the applicant. The latter can be both owners and tenants. The owner's consent is not required when registering a third party. Likewise, the presence of the apartment owner is not required when applying for an extract. All work is done exclusively by the person signing out.
Do they take away your passport? How much?
The state service for deregistering persons from an apartment requires the transfer of the original passport. The identity card remains with the registrars until the documents are issued. Where to go, where to apply, where to check out of the apartment
To initiate the deregistration procedure, you need to fill out the appropriate application, attach the necessary documents to it and submit everything: either to the Migration Department of the Ministry of Internal Affairs (previously this unit was called the Federal Migration Service of Russia), or to the branch of the State Budgetary Institution “My Documents” (MFC) closest to the registration address.
The first method is preferable, since it will take three days for the employees of the State Budgetary Institution to process the request, plus it will take time to transfer the package of documents to the Department of Internal Affairs of the Ministry of Internal Affairs, that is, you will reduce the time of the entire procedure, but contacting the MFC will not save you from the need to visit the passport office.

Forced deregistration of a non-owner
If the owner decides to expel a person from a privatized apartment, he must obtain the appropriate court order and only then contact the Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation.
In this case, the procedure will look like this:
- payment of state fees (legal expenses);
- collecting a package of necessary documents and other evidence of your case;
- filing a claim to remove the defendant from registration in the magistrate’s court at the location of the disputed property (to recognize the defendant as having lost the right to use the apartment);
- participation in court hearings;
- obtaining a ruling from a judicial authority;
- submitting an application to the Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation for the discharge of the defendant along with the court document in hand.
The statement of claim must be drawn up in three copies: the first for the court, the second for the defendant, the third for yourself.

- a copy of the divorce certificate (if the former spouse is discharged);
- extract from the Unified State Register of Real Estate;
- receipt of payment of state duty.
How to draw up a claim correctly
The main rule is that when presenting your motivation, try to describe the situation logically and without emotional embellishment, using only those facts that you can confirm with documents or testimony.
The grounds for forced discharge may be:
- divorce;
- use of residential premises for other purposes;
- failure to comply with sanitary, fire and other requirements
- leading an antisocial lifestyle
- change of owner based on a contract of sale, exchange or donation of real estate
- long-term evasion of utility bills;
- residence of a person in another place for a long time;
- fictitious registration.

Duration of the procedure
How long the procedure takes depends on each specific case:

Maximum term

A discharge “to nowhere” will take the least amount of time; usually a person manages to leave his place of registration on the day of application, but sometimes the procedure takes a week.

Is it possible to check out without a passport?
Extract is a certain procedure regulated by law, which states that in order to remove a citizen from registration, his passport is required. No registrar will accept your application for discharge without a basic identification document. But, if desired, you can find a way out of any situation.

If you plan to register at a different address, then you don’t have to do anything in advance. The previous registration is canceled automatically as soon as the current one appears. To do this, you simply write an application in a new place. Within one locality, this will take from 14 to 30 days. When living in another city - two or three months. Sometimes things work out faster.
For those who are not registered with the military
In this case everything is simple. Contact the department convenient for you and fill out form No. 6 with a tear-off coupon.
Take with you originals and photocopies of your Russian passport, ownership of the apartment you are moving into, or a house register when moving to a private house.
It is not necessary to bring proof of ownership. They are needed only for those who immediately want to apply for a new registration.
Sometimes you are asked to present a certificate of absence of utility debt.
If you are checking out automatically while already in another city or area, bring proof of ownership or bring the owner to give written consent. When the application is completed, the employee will verify all the data and inform you of the date the documents will be ready.
Instructions for military personnel
It can be more difficult for those liable for military service to register and be discharged. Some departments may require you to first deregister with the previous commissariat and register with the new one. According to the law, this is not necessary. But if the organization’s employees insist, but there is no time or desire to argue, act as follows:
- Visit the FMS office at your new place of residence and write application No. 6. Enter the new address at the top and the old one at the bottom.
- Present originals and photocopies of a Russian passport, an extract from the Unified State Register or house register, a military ID or registration certificate.
The employee will fill out card No. 9 and give it to you along with the application and other documents. Bring all this to the old military registration and enlistment office and write an application that will be given to you. Then repeat the procedure at the new military registration and enlistment office. When the department employee puts the stamps, return with the same package of documents to the FMS office to submit them for registration. In 14-30 days everything will be ready.
Try to collect all the necessary papers at once. If something is missing, don’t worry, the department will make a request on its own. But this will delay receiving the departure certificate.
You can apply online, but that doesn’t mean you won’t have to go anywhere. After you submit the form on the website, you will receive a notification about the time of your visit to the Main Migration Department of the Ministry of Internal Affairs. You must have a verified account on Gosuslugi. The conditions for obtaining it are described in detail on the website.
If you are already registered:
- Go to the “Registration at place of residence and stay” section.
- Click the "Get Service" button on the right.
- Enter your personal details, addresses and other information.
At the Ministry of Internal Affairs, you will fill out another application and give the originals of the documents specified in the application. Employees will verify the information and stamp the deregistration. Everything will take three days.
Extract by power of attorney
So, what does it take to check out of an apartment without personal presence? Let’s clarify right away that passport office employees do not like to deal with such issues, as there is a possibility of fraud.
Therefore, call there in advance and find out if they will discharge you. This usually requires good reasons.
For example, imprisonment, serious illness, being in another city or country, military service.
Instructions for those located in Russia
- Draw up and have a simple (not general!) power of attorney drawn up and certified by a notary. It must indicate your data, the data of the representative, his powers and their expiration date.
- Write application No. 6. The form is issued by the FMS.
- Give both documents to your representative.
In some cases, department employees require you to provide your passport, military ID (if you are registered with the military), a house register, or proof of ownership of a new apartment.
The last two points are optional - just indicate any address.
If you live abroad
You can check out remotely not only from another city, but also from another country. The procedure is as follows:
- At the Russian consulate, certify the application for deregistration and a simple power of attorney.
- Through the postal company, send both documents along with a copy of your passport and visa to your representative.
The authorized representative acts according to the same scheme as in the first case.
Let's find out whether it is possible to check out of an apartment to nowhere, and how to do it. In fact, the process is not much different from regular deregistration.
Contact the Main Directorate of the Ministry of Internal Affairs with your identification card and fill out form No. 6, which they will give you. In addition to basic data, it indicates the reason why the person is being discharged from housing and the new address.

You can also make an appointment with an inspector at State Services and wait for a notification with an appointment time. Next, proceed according to the scheme described above. Usually everything takes seven days. A week later you will receive a departure slip. It is needed to register at a new place. Its validity period is 30 days.
Problems may arise with the discharge of military personnel and minors.
Procedure for military personnel
- Contact the FMS office with your passport and military ID.
- Fill out application No. 6.
- Wait for the registration to be removed/approved.

- Fill out form No. 6, present originals and copies of the above documents.
- Receive completed card No. 9 from the employee.
- De-register at the old military registration and enlistment office and register at the new one. You need to bring form No. 6, No. 9 and identification cards.
- Return to the FMS office and register at your new address.
The child cannot be discharged to anywhere - there must be living space with similar characteristics. You can deregister it only with your parents and with their consent.
The procedure may vary depending on whether the minor has a share. If it is not there, the consent of the guardianship authorities is not required.
It is enough to bring your parents’ identity cards, birth certificate, technical passport of the new apartment to the department and fill out the applications that will be given to you.
To discharge the child owner, you will need permission from the guardianship authorities.
What is required to make a decision:
- Technical passports for both properties
- Birth certificate
- Russian passports of parents
- Proof of ownership or house register
- Statement
The application is reviewed within 14 days.
If it is approved, you need to come to the FMS with the same set of documents and permission from the guardianship. Parents or the minor himself (if he is over 14 years old) fill out all certificates. After three working days, you will be able to pick up the departure sheet.
With it, registration at the new place of residence is carried out.
How to quickly check out of an apartment
To remove yourself from registration in one or two days, contact the appropriate department in person. Pre-collect all the necessary documents and notify the organization’s employees that you want to speed up the process. If there is a justification for urgency, present it. For example, air tickets.
You will need a passport, application No. 6, proof of ownership of real estate (optional), a military ID if you are registered with the military registration and enlistment office.
You may be denied quick discharge even if you provide justification. But, as a rule, employees meet halfway.
4 ways to check out of an apartment - choose yours

Hello. Thanks to my work as a realtor, I communicate with different people very often. Naturally, I ask who works for whom.
One day a woman came to me and needed to sell her apartment. It turned out that she was a passport officer for the HOA.
I gave her a big discount for her help in completing the transaction, and now I consult with her on issues of extracting or registration. These instructions are written based on her experience.
In the article, I described in detail 4 ways to check out from an apartment - we immediately register at the new place of residence, we check out “to nowhere”, by proxy and through the “State Services” portal. I advise you to read all the options and choose the most suitable one (some points in the instructions are repeated).
A small addition: For a long time there are no such concepts as registering or checking out of an apartment. But only - registration at the place of residence/stay or deregistration. But they ask me precisely in old terms. That's why I indicate them in the article. This makes it simpler and clearer for readers.
Method number 1. Discharge by registration to a new place of residence or stay
Important! If you want to check out and register in one city, then it is not necessary to check out in advance. You can simply register at your new place of residence and they will discharge you from your previous apartment. But the process of discharge and registration itself usually takes 14 days and a maximum of 30 days, and if you want to register in another city, it can take 2-3 months.
Some passport offices at the new place of residence do not want to sign citizens out from their previous place of registration and will send you to sign up first, but in this case their actions are unlawful. Threaten with the prosecutor's office for arbitrariness. Usually it helps. And if you don’t want to “bother” with this situation, you can check out first - instructions below.
Instructions for citizens who are not registered with the military registration and enlistment office
If you are the owner/one of the owners of an apartment and are not registered with the military commissariat, then here are the instructions:
- Appear at the passport office at the new place of residence, fill out an application in form No. 6 with a tear-off coupon. It is necessary to fill out both the upper part of the “Application for registration at the place of residence” and the lower tear-off slip “Application for deregistration at the place of residence” (click on the names of the applications to download a sample). Forms will be provided at the passport office, and samples of completion are also available on the information board in the passport office. At the top of the application, indicate information about the new place of residence, and at the bottom about the previous one.
Please provide the passport office employee (I advise you to provide both originals and photocopies):
- Russian passport;
- a document confirming the ownership of the housing in which you want to register. Since 2017, the document that confirms ownership of any real estate is an Extract from the Unified State Register of Real Estate about the property (in our case, an apartment). Title registration certificates have now been canceled and have not been issued since July 2016. Here is a link to instructions for obtaining this extract;
- house book if you are registering in a private house.
- The passport office employee will check the application and submitted documents, collect the passport and set a day for its receipt. Typically, registration takes 14 days and a maximum of 30 days.
- On the appointed day, pick up your passport with a stamp confirming your discharge from your previous place of residence and registration at your new one. You are discharged and registered.
Important! Often, passport offices claim that, before issuing an extract and registration for citizens registered with the military registration and enlistment office, they must first deregister from the previous military registration and enlistment office and register with the new one.
This is a separate topic for debate, because... According to the law, only after a change of place of residence or stay is it necessary for a person liable for military service to register with military commissariats. You can threaten to appeal to the prosecutor's office against such employees for arbitrariness.
Usually it helps.
If the passport office has agreed to handle your extract and registration, then above (click on the link) there is already a procedure in this case. But if you are denied registration and you do not want to waste your time on disputes and court, the instructions are as follows (some points are taken from the instructions above):
- Appear at the passport office at the new place of residence, fill out an application in form No. 6 with a tear-off coupon. - military ID or certificate of a citizen subject to conscription for military service (hereinafter referred to as capital).
- house book if you are registering in a private house;
- The passport office employee will fill out the registration card in Form No. 9 and give it to you. You also pick up your documents along with the application in Form No. 6.
- Next, you need to deregister at the previous military registration and enlistment office and register at the new one (if there is only one military registration and enlistment office, then simply “redirect”).
- Contact the military registration and enlistment office at your previous place of residence and notify of your desire to be deregistered. There you sign a standard application based on the following documents: Russian passport; military ID or capital; application from the passport office in form No. 6; citizen registration card according to form No. 9.
After signing the application, the military registration and enlistment office employee will stamp the deregistration on the military ID (or capital) and on the registration card. You have been removed from the military register.
- It is necessary to register with the military registration and enlistment office at your new place of residence. The procedure is the same - sign the application and present: Russian passport; military ID or capital; application from the passport office in form No. 6; citizen registration card according to form No. 9; a document confirming the ownership of the housing in which you want to register. Since 2017, the document that confirms ownership of any real estate is an Extract from the Unified State Register of Real Estate about the property (in our case, an apartment). After signing the application, the military registration and enlistment office employee will put a stamp on registration on the military ID (or capital) and on the registration card. You have registered for the military.
- Again go to the passport office and submit : Russian Federation passport; military ID or capital letter with new registration stamps; application from the passport office in form No. 6; citizen registration card according to form No. 9; a document confirming the ownership of the housing in which you want to register; foundation agreement; house register if you are registering in a private house;
- After checking the submitted documents, the passport office employee will take the application, citizen registration card, passport and set a day for its receipt. Typically, registration takes 14 days and a maximum of 30 days. If you are registering in a private house, then the corresponding entry will be made in the house register and a stamp will be placed.
- On the appointed day, come to the passport office to pick up a passport with stamps confirming your discharge from your previous place of residence and registration at your new one. You are discharged and registered.
If you are going to check out and register not in your own apartment, but in the same city, then the procedure for registering in someone else’s apartment is suitable for you.
If you just need to check out “to nowhere,” for example, when selling an apartment, then the required procedure is presented below.
- Appear at the passport office and fill out an application according to form No. 6 on deregistration at the place of residence. You can download the application form here, and a sample from here. The form will also be given at the passport office; a sample form hangs on the information board. The application will need to indicate the address of the new place of residence., moreover, you can specify any address, even if you are not going to register there. But if after discharge you will register in another place, then indicate the real address of your future registration.
Along with the application, submit only your passport .
- An employee at the passport office will check the application, pick up the passport and set a day for receiving it . Typically, many passport offices issue passports on the same day of application, but the processing may take a maximum of 7 days.
- On the appointed day, come to the passport office to pick up a passport with a stamp indicating deregistration at your place of residence and a departure slip. You have been discharged. The departure slip cannot be lost; it is needed for future registration at a new address. Its validity period is maximum 30 days.

Important! As stated above, passport offices often require those liable for military service to first de-register with their military commissariat before being discharged. But according to the law, this requirement is unlawful, because Removal from military registration must be done within 14 days after discharge. Threaten with the prosecutor's office, because... this is arbitrariness.
If the passport office has agreed to handle your discharge, then this link already has a procedure in this case. But if the passport office employees disagree and you don’t want to waste your time on disputes and court, read the order with minor additions:
- At the passport office, fill out an application for registration, sign the citizen registration card according to form No. 9 (filled out by the employee). After signing, pick up the application and registration card.
- Next, you need to deregister at the previous military registration and enlistment office and register at the new one (if there is only one military registration and enlistment office, then simply notify about the change of registration). To do this, at each military registration and enlistment office, sign an application in the established form and submit: a passport; registration applications from the prescriber and from the owners; military ID or certificate of a citizen subject to conscription for military service (capital). The employee will put a stamp on removal or registration for military registration on the military ID (or capital) and on the citizen registration card.
- Go to the passport office again, where you can hand over your applications, registration card and passport. The employee will check the submitted applications and documents, pick up the passport and set a day for its receipt.
- On the appointed day, pick up your passport with deregistration stamps.
