Other categories
If we consider other categories, then for each of them, in addition to generally established rules, there are specific features specified in separate legal acts:
- For large families raising 4 or more children, a subsidy is issued if at least one of the parents has Russian citizenship and the total work experience of the parents exceeds 10 years.
- For military personnel, assistance in obtaining a housing subsidy is provided for in Law No. 76-FZ “On the Status of Military Personnel.”
- The program, which determined the conditions for receiving subsidies for the purchase and construction of housing for young professionals in rural areas, was suspended in March 2018. Currently, such subsidies are carried out within the framework of the “State program for the development of agriculture and regulation of markets for agricultural products, raw materials and food for 2013 - 2020” (Government Decree No. 717 of July 14, 2012, Appendix No. 1)
- Veterans of the Patriotic War and persons equivalent to them receive a subsidy in an amount that fully covers the cost of housing within the established area standard.
- The rules for lending for all other categories are determined in Government Decree No. 1710 in the relevant sections.
How to apply
Filing an application for a housing subsidy requires clarification of the rules of a particular region, including the amount of the minimum income, the list of categories of citizens for whom subsidies are provided, and the types of grounds for receiving assistance. The reasons for refusal may be non-compliance with the requirements of the region, lack of information about the right to a subsidy, unconfirmed or unreliable information, lack of funds or income to fulfill obligations.
If a positive decision is made, it is important to remember that all changes in financial, housing situation, change of place of residence, and others that could affect the receipt of a subsidy must be immediately reported to the authorized bodies.
The received certificate is transferred to the bank, where an account is opened for the specified amount. From this moment on, the recipient of the subsidy has six months to use it for its intended purpose. After choosing a home, the bank transfers the money to the seller’s account independently.
Calculation of the subsidy amount
All types of housing subsidies are provided from regional budgets. Accordingly, the calculation of the amount of housing subsidy will directly depend on the rules and regulations established by the region. In general, the formula for calculating housing subsidy is as follows:

- C is the amount of the subsidy;
- N is the standard living space allotted to the subsidy recipient;
- Art. ― the cost of one square meter of housing established for the region;
- K is a coefficient that depends on factors taken into account when issuing subsidies (number of children in the family, length of service, work experience).
- To determine the standard of living space, there are average indicators that may vary by region:
- for a person living alone - 33 m2;
- two people - 42 m2;
- three people - 54 m2;
- four or more people - based on 18 m2 for each family member.
To make it clear how to calculate the subsidy in 2023, you can consider the example of a family of three people applying for a subsidy, at a set cost of 42,000 rubles per 1 m2, the coefficient for a family with one child is 35%:

In the example given, the size of the coefficient corresponds to the amount of subsidy received by a young family for the purchase of housing in 2023 at 30-35%, depending on the composition of the family. Mortgage benefits
To improve the demographic situation in the country and help families with two or more children, a program of preferential mortgage lending was proposed at the end of 2017, within which the following benefits are provided for citizens of the Russian Federation:
- For families whose second or third child is born between January 1, 2018 and December 31, 2022, the mortgage rate is set at 6%. After the expiration of the preferential lending period, the rate will rise to the Central Bank key rate + 2 percentage points.

You can receive a subsidy for the purchase of living space once in your life. If an applicant fits several categories at once, he has the right to choose on what basis it is better for him to apply for a subsidy.
Amount of assistance and calculation formula
Another pressing question for those in need is how much money is allocated. Each person who requires government assistance can approximately calculate the size of the subsidy.
To do this, you need to multiply three numbers: the cost of a meter of housing, the standard for providing living space and the magnifying factor. As a rule, a subsidy for the purchase of real estate covers about 40% of its cost. But a lot depends on the program.
Thus, for the military, the amount of compulsory assistance must be at least 80% of the cost of the apartment.
An important role in deciding the need for housing is played by the standards established by the state. For one person this is 33 meters of total area, for two – 42 meters. If three or more people are registered per square meter, another 18 meters are added for each.
Citizens who apply for a certificate must be able to pay for the remaining portion of the living space. For example, when buying an apartment with a mortgage for a young family, the state almost always helps. But it is necessary that the spouses be able to make mortgage payments.
How are those in need of housing determined?
The main criterion determining the need for square meters is cramped living conditions. Regional authorities are given the right to adjust the standards, so they may differ depending on the area. The cost of living for receiving subsidies is also determined locally.
To receive a certificate, being in need is not enough; you must also report your problems. The basis for registration is an application, as well as accompanying documentation confirming the right to benefits. If it is difficult to document your rights, government assistance is unlikely to be provided.
Where to apply for a subsidy
To register, you must contact your local administration. Typically, such matters are the responsibility of the housing department. The list of documents depends on the region of residence, the status of the applicant, as well as the features of the program in which he wants to participate. But there is a general list of documents that are required in almost all cases:
- Passports of all family members living together.
- Birth certificates of children.
- Certificates of marriage, and, if available, divorce certificates.
- Certificates confirming family income and expenses.
- Military ID, work book or other documents in accordance with the specifics of the program.
- A certificate from the social security authorities confirming the family’s need for improved housing conditions.
- A copy of the personal account and an extract from the house register.

Each state program to support needy citizens has its own characteristics. For example, participation in a program for young families requires additional conditions. Subsidies for disabled people
A person with disabilities has the right to apply for a subsidy if he:
- Has official medical documents confirming disability.
- Does not have his own home or lives in unsatisfactory conditions.

Like ordinary citizens, people with disabilities have to wait in line. Even if a disabled child is raised in a family, you will need to wait until it’s your turn. Subsidies for employees of the Russian Guard and other civil servants
In accordance with federal legislation, some government employees also have the right to housing. These are, for example, employees of the National Guard, called upon to protect law and order. The law provides for different ways to provide these citizens with living space:

The list of persons in the civil service is quite wide: these are employees of the Ministry of Emergency Situations, the Ministry of Internal Affairs, the court, the prosecutor's office, the tax police, municipal employees, and so on.
Features of receiving benefits for military personnel
The state pays special attention to providing for military personnel. People who defend their homeland are guaranteed housing if they meet the following requirements:
- They need housing and serve under a contract signed before 1998.
- At the time of dismissal from the Armed Forces, a military man must have served at least 20 years.
- If a person has served for 20 years or more, but still uses departmental housing, he is also provided with a subsidy.
The subsidy is also given to military personnel who have served for 10 years and have departmental housing.
Family members of military personnel can also take part in the program. This also applies to cases where a person died. If an application for assistance is written by a widow, the share of the deceased spouse is taken into account when calculating the living space standard.
In what cases is it possible to refuse assistance?
In some cases, the state may refuse a subsidy. This happens if the applicant deliberately worsens his living conditions in order to get money: he sells his existing apartment, gives it to relatives, or registers other persons. Also, the reason for refusal may be errors in documents or their provision in an incomplete set.
It will not be possible to obtain housing with state participation if the applicant has lost the right to benefits, provided false information, or did not report the availability of other housing. In addition, the law obliges registered citizens to inform the authorities about changes in family composition.
Restrictions on using the certificate
The state is interested in ensuring that the family that receives the money actually solves their housing problem. Therefore, the law establishes certain restrictions on the use of the certificate.
For example, in Moscow and St. Petersburg it is prohibited to purchase housing in a new building if it is less than 70% commissioned. Also, in almost all regions you cannot buy real estate that has been seized or is in collateral.
The certificate can be used to purchase a house or apartment, or to build your own home. It is necessary to select real estate or begin construction within six months, otherwise the subsidy will be reset to zero. In addition, the owner of the certificate has the right to join a cooperative or spend money on improving an existing property.
