The state strives to provide military housing. For accounting purposes, a specialized unified register of military housing has been organized. It contains information about the provision of apartments or other residential real estate to all military personnel, both currently serving and those serving in the past.
It also contains information about the provision of “square meters” to family members of deceased servicemen. Each military man can obtain information about himself from the register online.
Online service
The Russian state undertakes to provide housing to military personnel; a unified register helps to take into account queues, allocation of apartments and other issues related to this difficult procedure.
Initially, the Housing Department published only announcements about occupancy and other important information on the website of the RF Ministry of Defense. But check the inclusion of the serviceman in the register, the correctness of the information in it, etc.
d. was possible only through a written application to the Department. In order to simplify the obtaining of data, the “Unified Register of Military Housing” service was launched, using the military’s personal number, which allows you to request all data from the register.
Important. The service is in trial operation mode. This means that users may sometimes encounter various errors or difficulties when using the online resource. But they arise infrequently and, in general, all the information provided is relevant.
Unified Register of Housing
Receiving the information
You can request information from the ERP if you have a military personnel number. If for some reason it is missing, you will have to contact the personnel department at your place of duty and get it. But usually everyone knows their personal number, and such a problem arises extremely rarely.
Initially, data from the ERZHV was released only upon written requests. This made it very difficult to obtain information. Taking into account the fact that it is usually information that is needed, and not an official document, the Housing Department has made it possible to request an extract from the ERA online.
You can obtain data from the registry online in 5 steps:
- Open the official website of the Russian Ministry of Defense. It is available at mil.ru.
- Go to the “Housing for military personnel” section. The link to it is available in the left menu of the resource.
- Open the “Unified Register” subsection. A link to go to it will appear in the right menu.
- Enter your personal number and security code. The presence of a security code is necessary to exclude automatic requests that lead to unnecessary load on the service.
- Click on the “Login” button. The system will check the number, process the request and display the information.
The presence or absence of registration in a serviceman’s personal account does not affect the ability to use the service in any way. These 2 online tools do not interact with each other.
They are created and managed by different structures.
It is also useless to call the URC hotline for questions related to the operation of the housing registry, changing information in it, or simply to get answers to questions regarding the provision of apartments.
When is it impossible to obtain information?
The creators of the service try to make it as informative as possible. But there are a number of situations when it is impossible to obtain data from the ERZHV through it:
- The absence of a military personnel number or its incorrect entry into the system.
- Incorrectly submitted data to the Department or the absence of a military personal number in it.
- Failure of the responsible authorities to provide the necessary information to the Department.
If the problem is related to the lack of a personal number, then it can be resolved relatively quickly through the personnel department. In other cases, you will have to contact the central military command authority, the military district where the military man is serving or served for reconciliation. After its completion, the data in the system will be updated automatically within a few days.
Important. Members of the families of deceased servicemen are still unable to receive information from the ERZHV online. They will have to submit a written request to housing authorities and wait for an official response to be prepared.
Making changes to the registry
It is impossible to make changes to the EPR data on your own via the Internet. To make adjustments, you will need to contact the appropriate authority - the Housing Department. In this case, changes will be made only if the applicant has documents confirming them.
Hotline
Issues related to housing are relevant for many military personnel, both those currently serving and those who have served in the past. You can obtain information on them by calling the hotline of the authorized body. You can call her from MSK and MO at the following numbers:
- (495) 69-660-60;
- (495) 69-655-59;
- (495) 69-666-67.
When calling from other regions of the Russian Federation, you can use the number 8-800-55-067-94. The call is free for the caller. For consultations, you can call on any working day from 09:00 to 18:00 Moscow time.
The military man can also try to resolve the issues that arise on his own by reading the online resource of the Ministry of Defense. On it you can familiarize yourself with various regulations and methodological materials dedicated to the provision of military apartments.
Additionally, the website contains data on subsidies, a calculator for calculating them, sample documents for submission to the Housing Department and many other important materials. The website also publishes a list of residential premises for distribution, as well as announcements about moving into finished houses, data on construction companies, etc.
The Unified Register of Military Housing allows the Housing Department to always have access to information about the housing provided and available. The ability to request information from the EPR online allows you to check without having to write a written request and wait for an official response to it.
Queue for subsidies for military personnel by personal number
At the initiative of the Government of the Russian Federation, a Unified Register of Housing for Military Personnel was created. Thanks to the electronic queue, those registered can find out at any time how their preferential queue for subsidies for military personnel is progressing.
The regional housing department is responsible for reliable information. He also annually makes changes to the serviceman’s virtual personal account. Read how to calculate a subsidy for a military personnel.
Virtual personal account
A serviceman’s virtual personal account is located on the official website of the Ministry of Defense . It notes all the information. The link is located on the main page of the web resource on the left.
Thanks to the menu, a serviceman can obtain information about any personal information that interests him: allowances, queues for housing subsidies and other materials.
To gain access to the virtual account, you need to register. You can enter your account without registering.
Sometimes it is not possible to enter the office. If there is an error, you must submit a report so that the data can be checked. But the queue is not lost due to an error.
How to check by number
The site has a closed part, which can only be accessed if you have an individual number - a password. He is issued by the command. By entering the number, the serviceman can view the priority order and also find out where construction is taking place in the region.
To enter the Unified Register you will need:
- personal number;
- housing program participant number;
- presence in the register of information entered by the Ministry of Defense.
IMPORTANT! Information about the employee must be entered correctly. Even a minor error will not allow you to view your personal information.
The site is open 24 hours a day. You can log into your personal account at any convenient time, which saves a lot of time, because you don’t need to go to the housing department.
How to join the electronic queue for subsidies for military personnel
To gain access to the Unified Register in order to get in line to receive gratuitous assistance from the state for purchasing an apartment, paying off a mortgage or building a house, you will need to register on the official website of the Ministry of Defense of the Russian Federation.
To do this you need:
- Go to HR and get a personal identification number. As for family members of deceased servicemen, the number is issued to them by the Housing Department.
- After registering in your personal account, the necessary information is entered in the appropriate fields. It is needed for placing in an electronic queue: family composition, place of registration and other information.
- After this, the necessary documents are added.
ADVICE! If, after reconciliation, inaccuracies are found, they must be reflected in the report and submitted to the housing department.
Documentation
After the serviceman’s application for a housing subsidy has been reviewed and a positive decision has been made, documents must be submitted to the Department. According to instruction No. 1280, all materials are submitted within five days from the date of receipt of the notice.
To register in the electronic queue for a subsidy, military personnel will need the following documents:
- Passport and copies of all pages of this document.
- Originals and photocopies of passports or birth certificates of all eligible family members (also all pages).
- Marriage or divorce certificate (original and copy).
ATTENTION! This document must be certified by a notary or unit commander (stamp is required!).
- An extract from the house register with all the addresses where the serviceman and his family had to live over the past five years.
- Personal accounts (originals and photocopies) of the military personnel and family members from the places where they worked in the last five years.
- A copy and original of a document confirming the right to receive a subsidy and recognizing the serviceman as in need of improved living conditions.
- Information about housing owned or under a rental agreement.
About the unified housing register
The Unified Housing Register is an electronic database containing information about all military personnel participating in the program. Its formation began in 1989.
The main objective of the registry is transparency in the distribution of housing, the ability to strictly control the priority. The serviceman enters his number and can find out the approximate date when he will celebrate his housewarming.
A few years earlier, when there was no unified system, military personnel living on the periphery did not have the opportunity to obtain housing in any locality. Now housing is guaranteed by the state and the Constitution.
Conclusion
Providing military personnel with housing is the task of the state. The introduction of an electronic unified register makes it easier to track the queue for free assistance from any corner of Russia. The convenience of a personal account has been approved by the military and taken into use.
Queue for subsidies for military personnel on personal basis
For the first time, a unified register from the RF Ministry of Defense began operating in 2010. Access to it is open only to those officers and contract soldiers who are in line to receive new living space. Participants in military mortgages or applicants for housing subsidies are not taken into account in the unified register, since these are various programs that are carried out by the Ministry of Defense with a single goal: to improve the housing situation of military personnel.
- complete information about the serviceman himself, including his rank and branch of service, length of service, family composition, time spent in line, etc.;
- data on housing being built in various regions of the Russian Federation, including deadlines for the completion of the next projects;
- possible options for allocating apartments;
- various legal information that will help the military man defend his rights in case of difficulties.
All this data can be obtained in closed access mode. Only the regulatory framework and news of the program are publicly available, as well as a list of documents that must be submitted in order for a serviceman to be recognized as in need of improved living conditions.
Naturally, this raises the question of personal data protection. According to the Russian Ministry of Defense, this information is securely encrypted. Access is provided only by the individual number of the program participant and the personal number of the military personnel, so there is no fear of information leakage.
How to get involved?
There is no need to take special actions to enter into the unified register. The Defense Ministry independently carries out all activities related to the formation of lists of military personnel. The only thing required is to become a participant in the program. To do this, you need to contact the unit command and submit an application.
To be included in the program, you must meet the requirements, including the absence of a personal apartment and a certain length of service (from 10 to 20).
To date, the Department of Housing Policy of the Ministry of Defense has carried out truly extensive work.
According to representatives of the department, information about 95% of program participants is currently included in the unified register of the RF Ministry of Defense.
Naturally, the work continues. Direct filling of information about program participants began in 2014, and not all military personnel are aware of this opportunity to track their place in line.
Errors and inaccuracies are possible, but by requesting the department’s housing policy department, they can be promptly corrected. It is possible that in the near future it will be possible to make a similar request directly from the portal.
How to access
To check the correctness of the information entered, you first need to obtain your individual number from the command, which also serves as a password to enter the closed part of the site.
The user will be taken to his personal account https://cabinet.mil.ru/Login.aspx, where he can familiarize himself with all the information he is interested in, find out his number in the queue and see what kind of housing is being built in the subject of the Russian Federation that interests him.
You cannot enter the unified register if you do not have:
- personal number;
- housing program participant numbers;
- information entered into the register by the RF Ministry of Defense.
Only if all data is entered correctly will access to your account be granted. Otherwise, the user will only be able to view publicly available information.
The site is available 24 hours a day. Accessing the portal can significantly save a program participant’s time, since he does not need to create a request and send it to the command and to the department’s housing department. It is enough for him to receive authorization data once, and he will be able to track his movement in line in real time.
If information is blocked
In some cases, the user cannot access his account, even if all the numbers are correct. This is usually due to one of two reasons:
- the information simply did not have time to be transferred from the register of the RF Ministry of Defense to electronic form;
- the participant for some reason (possibly erroneous) “dropped out” from the lists.
In both cases, the soldier who discovers blocked access should:
[3]
- collect a complete package of documents confirming the right to receive housing;
- contact the military command authority of the Ministry of Defense where the unit in which he is serving (or served before dismissal) is located;
- submit a report on reconciliation of the provided data.
As a rule, problems are resolved quite simply, and the information simply turns out not to be entered on the site, while in the housing department of the RF Ministry of Defense the records are kept correctly.
[2]
If any information changes, for example, when changing a surname or when moving to another subject of Russia, a similar report should be sent to the command on reconciliation of data with supporting documentation attached. It is recommended to check the correctness of the changes made after some time.
Families of those killed in the line of military duty can obtain information about their participation in the housing distribution program by sending a request to the housing authority. security and receiving information to log into the site.
Those military personnel who for some reason were not included in the list on the website do not need to worry.
The main records are kept in the housing department of the Ministry of Defense, and the portal is an information resource created more for convenience.
It allows you to quickly find out all the information the user is interested in about the movement of the queue for apartments, get acquainted with the options and prepare in advance the documents necessary for entering into use of the living space.
And all these services can be obtained without creating a special request, at any time from any locality in Russia. The convenience of the portal is undeniable, and this is another step in the implementation of the Ministry of Defense’s policy of providing housing for employees of its department.

Grounds for receiving housing subsidies for military personnel
State support for the population is expressed in one of its measures - subsidies for improving housing conditions. Military personnel can become recipients of these payments in a special manner. It is the housing subsidy for military personnel that is designed to facilitate payments on housing bills.
In the field of legislation, it is regulated by the following acts, in force in 2023:
- Federal Law “On the Status of Military Personnel” dated May 27, 1998 N 76-FZ. Article 15 defines the guarantee of housing for military personnel by the state. The right to purchase an apartment extends not only to current employees, but also to retired military personnel due to age, family members of deceased soldiers recognized as needing to solve their housing problems.

Can you tell me how quickly they add it to the register? And how to call the GL? The main thing in this situation is to have in your hands a properly executed original decision of the head of the RUZHO or its territorial branch to register you as those in need of housing . If you are absent from the ER on the website in the form “personal number not found” - doesn't matter. This is only a confirmation of the lies of the Russian Ministry of Defense about the public availability of information under the pretext “technical work is underway.” Be patient and call the GL operator (the call is free) in order to clarify the data entered into the EP about the personal number, the date of registration, family composition, individual permanent residence, and the availability of additional benefits. If there is no information, you need to contact the housing body (RUZHO or its territorial department) to which you submitted documents for registration based on the existing decision. Contact options: in writing by registered mail and personal appearance. When appearing in person at the RUZHO, ask for a printout from PIRO ALUSHTA (this is the unified register) indicating that you are in the general queue of military personnel of the Russian Defense Ministry. There shouldn't be any problems with printing. Check your credentials on the printout, because... make mistakes. If you are not provided with a printout, write a statement to provide you with information about the reasons for your absence from the EP and send you a written response to the address ..... where you live. The application must be registered and entered into the Journal. Keep your registration number. In 30-40 days you will receive a reasoned response with explanations.
I wish you good luck and get your life plan as soon as possible.

And for him, Serdyukov’s hirelings put together a website like the Russian Ministry of Defense. “Every military man can choose his own housing!!!” Do you remember?!? how in Grasshoppers they installed a big monitor and made smart faces. And what, almost 5 years have passed! Who was responsible for the bazaar?

Gentlemen! I have a very interesting question. I made a request to the head of the community center about finding me and my family members in line to receive housing permits, the answer came that in Moscow we are eligible to receive housing permits - 0000. A logical question arises, 0000 is among everyone who wants to receive housing permits in Moscow (regardless of area of the residential area) or specifically for the designated area of the residential area?

Housing for military personnel - a single register: how to check the electronic queue of those in need by personal number
Providing modern independent housing in an affordable price segment for every citizen is one of the main priorities of the state today. This is especially true for categories of the population that are eligible for benefits.
This is a fairly large list, which includes military personnel, law enforcement officers and security services.
Basic information about the procedure
Housing provided to military personnel is recorded in a single register in each military district. What is a single list? This is a unified system for recording military personnel in need of housing, the composition of their families and other factors.
In accordance with the norms of current legislation, representatives of the RF Armed Forces have a number of preferences. Initially, defenders of the fatherland have the right to service living quarters of varying sizes, depending on whether they are single or with a family.
Living space is provided by the Ministry of Defense of the Russian Federation, which maintains a unified register of military personnel who need housing.
The apartment can be transferred to the category of personal real estate through privatization. In order to have your own room or apartment after several years, you must submit a report to the command with all the necessary documents attached, fulfill a number of conditions and receive official living space at your disposal for further residence. But before that, it's worth checking the queue .
- You should obtain information regarding how service rooms and apartments are provided to military personnel for the current period, what is the electronic queue for housing for military personnel using their personal number .
- With a previously thought-out and developed plan, as well as receiving advice from a professional lawyer, it will be quite possible to acquire the status of a waiting list thanks to the electronic queue for housing online.
- A serviceman living in a service apartment may be transferred to a new duty station or transferred to the reserve.
- According to the norms of the Housing Code of the Russian Federation, one must leave the residential premises within the agreed period, having moved out in compliance with all the necessary formalities.
- Upon receipt of a negative response from the command or eviction to the barracks, on conditions contrary to the law, the serviceman has the right to look at the order and appeal any of the decisions made.
- In particular, this is possible when, in the process of consultation with a lawyer, a violation of legislative positions on the part of responsible officials is revealed.
This is interesting! Features of a deed of gift for an apartment and a will: how they differ
Normative base
Obtaining apartments for military personnel is strictly regulated by Russian legislation.
The virtual personal account of a serviceman on the waiting list for housing in register allows you to study all the features of state guarantees established at the federal level for employees of the Ministry of Defense in relation to the housing issue. Over the past few years, the system for providing military apartments has been radically revised and significantly clarified.
Housing for military personnel unified register
What legislative acts regulate this issue:
- Federal Law of the Russian Federation No. 76 of May 27, 1998 “On the status of military personnel.”
- Art. 15 Federal Law No. 76 regulates the List of defenders of the homeland who have a vested right to housing.
- Changes enshrined in Federal Law No. 405 of December 28, 2013 to Federal Law No. 76.
- Federal Law of the Russian Federation No. 298 dated November 2, 2013, fixing changes to Articles 15, 24 of Federal Law No. 76.
Important! In addition, the situation is regulated by normative and by-law acts of the President of the country and the Government, and the register of the Ministry of the Armed Forces of the Russian Federation.
State mechanisms for improving housing conditions
- It is important to take into account all the features of state regulation of housing problems for military personnel.
- In addition to the main points, the legislation stipulates the main nuances regarding the features and conditions for the military.
- It is established which of the military personnel has the right to live in residential premises during the period of service.
- First of all, this applies to officers who have just graduated from military schools and other educational institutions of the Ministry of Defense.
- In addition to this category, contract soldiers living in closed military camps and officers can receive housing for official purposes.going on duty based on a contract concluded after January 1, 1998.
This is interesting! How to obtain a technical passport for an apartment: production time, cost
Guarantees are provided to obtain residential premises as personal property, the improvement and comfort of which must exactly comply with accepted state standards.
Representatives of a fairly limited group can claim to own their own room or apartment.
These are persons who served in the army for more than twenty years, upon reaching the maximum permissible age, and were dismissed after ten years of service for health reasons.
Priority is given to military personnel with sufficient length of service who do not have their own housing, if the current living space does not meet sanitary standards for 1 family member, or if the current place of residence is officially recognized as dilapidated and posing a health hazard.
Housing for officers and junior command personnel of the Armed Forces is always a certain complexity and constitutes a significant range of tasks that today and in the foreseeable future should be solved at the state level.
Attention! Nowadays, traditional methods that have been used not even for decades, but for hundreds of years, are used to provide the military and their families with housing, and modern, quite effective and progressive methods.
Housing for all military personnel
Common methods include:
- The most proven and widely used method is renting a private house, apartment or room on the basis of monetary compensation of rent, confirmed by documents.
- A more modern way out of the situation is privatization. The living space previously provided under a social rental agreement on the principles of free living becomes property. A military personal account is opened in the registry to carry out privatization procedures. Limitations include the emergency condition of the premises, deployment in a closed military camp, and location in a dormitory.
- Subsidiary assistance has been operating quite successfully since January 1, 14. The system of one-time payments is regulated by Order of the Minister of Defense No. 510 of June 21, 2014. The size and actual possibility of receiving a subsidy is limited by a number of factors. The first is the area of the apartment, taking into account the specifics of the applicant’s region of residence and where it is planned to purchase housing. Particular attention is paid to the composition of the family that the applicant for new housing has at this time. The queue for a subsidy by personal number is also recorded on the MO Register website.
- Discharged military personnel are provided with a state housing certificate, which ensures priority in receiving an apartment. Due to the reduced price of 1 m2 according to the Certificate, it is realistic to have housing under this project only in the outback.
- Mortgage for the military with a savings system.
Attention! NIS has been operating for a sufficient period of time and has shown effectiveness in accumulating funds for a down payment. The contingent of military personnel to whom a military mortgage is available is limited by the duration of service and the terms of the contract.
By logging into the unified register, you can obtain comprehensive information about who is covered by the mortgage project.

It is important to pay attention to the most important success factor.
Focusing on one or another method of obtaining housing specified by law, it is necessary to obtain information about whether certain state programs are in effect for a given period.
The best way to prevent misunderstandings when exercising the right to housing is to consult with a professional legal specialist.

Queue for housing for military personnel by personal number (unified register)
For 2018, the program of the Russian Ministry of Defense to provide housing for the military is gaining momentum.
The Ministry of Defense has created a website that clearly indicates all the key points of this program and a lot of information for military personnel in need of housing.
Also a complete list of regulations and documentation of the legislative framework.
The address of the official website of the unified register for military personnel in need of housing is http://dom.mil.ru
What is the Department of Defense database?
The unified registry began operating for the first time in early 2010. Only those military officers or contract soldiers who are in line to improve their living conditions can get into this register.
At the beginning of the creation of the list of living space for military personnel, it was possible to see only the queue for receiving housing.
Every year, this list of participants in the housing program expanded its functions and was filled with information materials about the legislative framework and the capabilities of military personnel.
Today the website has the following information:
- All information about the serviceman who is standing in line. The information gives the branch of the military where the officer serves, his rank, as well as the composition of his family and his number in the queue;
- All information about real estate in various regions of the state intended for settlement by military personnel;
- Existing options for obtaining an apartment for a military man and his family;
- Legislative framework and legal information that will allow military personnel to defend their rights in the event of a conflict situation.
In order to find out all the necessary information in the unified register of provided housing, the serviceman on the waiting list must undergo personal registration and gain access to the serviceman’s personal account.
All information in this registry is closed and can only be obtained by that military man who has undergone personalization of his data and the registry has confirmed his right to visit this site.
According to the Ministry of Defense, all personal information about military personnel in the electronic system of the unified register for the provision of housing is encrypted, and it will be impossible for an outsider to obtain this information.
In this register, find out the queue by personal number; otherwise, you will not be able to find out your queue.
NIS functioning mechanism
Primary concepts of the operation of a unified registry
To consider the importance of a unified registry, you need to know the primary concepts about the creation and operation of a website for an electronic registry of housing for the military:
concept of a military man | This is a citizen who performs military service on a contractual basis, or under an employment agreement. This category also includes law enforcement officials. |
electronic database of the unified register for the provision of housing to military personnel | the entire information base about all military personnel in need of living space, as well as information about the construction of a house for the distribution of apartments in it among the military. The distribution and receipt of apartments occurs automatically, and each serviceman can track the principle of housing distribution. |
the process of queuing in this unified registry | entering into the database all personal data of military personnel who need housing. |
place of registration | the place of service is indicated, or the military registration is indicated. |
System advantages
Control of housing distribution to military personnel
The state has a duty to military personnel to provide them with housing. Control over the allocation of living space and distribution is carried out by the regulatory authorities of the Ministry of Defense of the Russian Federation.
By decision of the Ministry of Defense, a unified electronic system was created, which made it possible to make the priority among military personnel transparent, as well as to monitor the correctness of the provision of apartments.
Each serviceman who has registered on the website and entered his personal data can check the speed of the queue, and also, if he receives housing, will be able to receive information about the timing of moving into the apartment.
The function of the housing distribution registry for military personnel is a guarantee of receiving housing at the moment when the queue comes up. There will be no other redistribution of housing.
The registry operates within the framework of existing legislation, and violation of it may result in a military court.
Unified electronic register of housing
The developed unified electronic register has its significant advantages in comparison with the distribution of living space that was in the Ministry of Defense before:
- The distribution of housing occurs evenly and transparently;
- Each employee of the Ministry of Internal Affairs or the army can independently monitor the priority using his individual number in the register;
- There is no priority and the issuance of an apartment “through connections”;
- All information regarding the distribution and issuance of housing, and the entire legislative framework on this issue is on the website.
The system is still being finalized and in the near future it will be possible to find out how many apartments have been allocated recently.
Electronic registry capabilities
The capabilities of the electronic registry include:
- The ability for any military personnel to independently correct personal data;
- The legislative framework is constantly updated with new provisions and acts, and the electronic register allows you to track all innovations;
- The website contains information about all the houses that are being built and how many apartments there are for the military;
- You can get information about the layout of apartments in new buildings;
- The ability to find information about the documents that need to be provided to obtain housing.
How to enter individual data using a personal number?
In order to receive a personal number in the register, you must submit an application to the Housing Distribution Department of the Ministry of Defense.
After all documents accompanying the application have been reviewed, the serviceman is entered into a single register and assigned a personal number in it. The decision to assign a number is sent in writing or by email.
To get on the waiting list for housing, you need to submit the following documents.
All papers must be original and copies taken from them:
- A document that confirms the identity of the serviceman;
- Documentary confirmation of rights to receive preferential housing;
- Information about eligibility for any other benefits or subsidies;
- Documents confirming the identity of all family members of the serviceman;
- Documentary confirmation of family composition;
- A notarized document confirming family status;
- Information about the applicant’s place of residence - information is submitted for the last 5 calendar years;
- Documentary evidence that family members of the serviceman do not have their own housing.
Also, the Ministry of Defense, together with the state government, has developed the possibility of preferential mortgage lending.
If a serviceman decides to take part in the mortgage lending program, then he does not need to collect documents on preferential housing.
Once the mortgage is issued, the serviceman's family will become the owners of this mortgaged property.
How to get into the unified register of military personnel for housing?
The serviceman himself does not need to independently enter individual data into a single electronic register. The housing distribution department in the Moscow Region independently enters all the data of program participants.
For a military man, you only need to contact your command to submit documents and wait for the results of their consideration.
As of 2018, the Department, which is responsible for the distribution of housing in the Moscow Region, has done a tremendous job and information about 95.0% of all participants in the housing program has been entered into the unified electronic register.
The electronic registry website has been fully operational since 2014, but not all military personnel know how to check their data and the priority order for housing.
If there are some inaccuracies in the information about the serviceman, then changes can be made by contacting the Department of Defense.
In 2018, it is planned to expand the functions of the EP, when a request to the department can be made from a personal account on the website.
Procedure for inclusion in the register of NIS participants
Procedure for logging into your personal account
In order for a serviceman to check individual data on the website, he needs to obtain a personal number from the command, which serves as a password to enter the portal.
After entering the password, the site user enters his private account https://cabinet.mil.ru.
This account contains all the personal information, as well as the order of obtaining housing and all the news about new buildings for the military.
It is impossible to get into a closed single electronic list without the following information:
- Individual number;
- Participant numbers in the housing program of the RF Ministry of Defense;
- Entered information from the Department of the Ministry of Defense of the Russian Federation.
Access to your personal account is opened only if you correctly enter all the data requested by the site. If you made a mistake, then the information will remain inaccessible and you will need to re-enter the information.
If you do not have a personal number, then on the portal you can familiarize yourself with publicly available information and view documents of the legislative framework on the distribution and provision of housing for categories of military personnel.
The registry operates 24 hours a day online.
Formation of a register on the website of the Ministry of Defense
If access to the list is blocked
Sometimes a military man cannot log into his account on the portal, even if he has an individual number.
This may happen for reasons:
- The Department of Defense did not enter information about the program participant into the electronic system;
- There was a failure in the system, and the participant’s data disappeared from the general unified list.
If a soldier notices this blockage, then he should do the following:
- Collect all documents that were submitted when registering for participation in the program;
- Contact the unit command, or the Housing Allocation Department;
- Write a report on the reconciliation of individual data.
This problem is solved quite quickly, and very often during reconciliation it is revealed that personal data has not yet been entered into a single electronic list.
If one of the military could not find his data in the electronic version of the list, then this is not a reason to panic. All information about participants in the preferential housing program is located in the Department of the Ministry of Defense of the Russian Federation.
The site was created only as an information portal, where each participant could view the queue, as well as how housing was being built in which they were entitled to an apartment.
On the website you can get information about what documents need to be prepared if it is your turn to receive preferential housing.
At any time of the day or night and regardless of time zones, any military personnel can obtain the necessary information.

Conclusion
The developed unified register for participants in the program for obtaining preferential housing for military personnel is a portal on which any participant will see their priority and the procedure for allocating living space.
It is impossible to enter new data about a program participant “retroactively,” which allows the Moscow Region to exercise control over the issuance of departmental housing.
The information on the site is constantly updated, and new participants are added to the register.
