Under the state program, you can receive a subsidy in the amount of 30% of the cost of housing and 35% for families with children.

Conditions for participation in the program

  • The husband and wife are under 35 years old.

To get an apartment for an orphan, you need to prove your status: provide the housing committee of the local administration with a certificate of death of your parents and a certificate of deprivation of rights. The orphan will be put on a waiting list to receive housing for social rent.  

Since orphans are a priority in the housing queue, they must receive new housing within six months.

What do we have to do

  1. Collect documents that confirm preferential categories for housing: for orphans, veterans, seriously ill people, low-income families and young families. 
  2. Calculate how many square meters in the house there are for each person registered. 
  3. Compare with the accounting norm in the region. If it is less, you can count on living space from the state.  
  4. It is advisable for low-income people to update their package of documents in order to move forward in line.

Not all families yet know about this method of obtaining apartments. Therefore, I will tell you in more detail. You don’t have to stand in lines for 20-30 years waiting for your square meters and you don’t even have to be low-income. But there is no “money” button or any gray schemes in it. How to get a free apartment from the state in 2023

Soviet times are associated with endless queues - to shops, to the doctor, etc. And the most cherished thing was the queue for an apartment... And even though the USSR is long gone, the opportunity to get an apartment from the state free of charge, surprisingly, still remains. Let's make it clear who can hope for housing without spending a penny on it.

The answer to this question is given by the Constitution of the Russian Federation (Article 40). All Russians belonging to the category of low-income people who are officially recognized as needing housing have this right. Stateless persons and citizens of foreign countries should immediately give up hope of receiving such assistance from Russia.

Housing can be obtained free of charge only under a social tenancy agreement, which actually means that you become the full owner. Since this is an open-ended contract, you can move in and register other people, you can rent out an apartment, exchange it for another one, which also appeared under a social rental agreement. In exchange for these benefits, you need:

  • pay utility bills regularly;
  • periodically carry out cosmetic repairs and keep the apartment clean;
  • do not disturb the peace of neighbors;
  • do not use the premises for commercial real estate.

Let's define who the poor are. This term means that the family income level is below the subsistence level for a certain region of the country. For 2023, this average for Russia is 10,444 rubles, while for Moscow – 16,260 rubles, for the Lipetsk region – 8,720 rubles. This is an important criterion for obtaining real estate, but not the only one!

Those who are considered to be in need of housing are:

  • has an apartment that does not meet safety requirements;
  • lives with a patient whose illness makes living together impossible (the list of such diseases is approved by the Ministry of Health of the Russian Federation, for example, open form of tuberculosis or schizophrenia);
  • has housing under a social rental agreement, but with an area less than the registration norm (again, this indicator is differentiated for different cities, for example, for St. Petersburg - 9 sq. m.; the sanitary minimum is 6 sq. m.);
  • has no home at all.

In addition, those whose apartment is unfit for habitation and cannot be restored will receive housing without a queue; who suffer from severe chronic diseases, as well as liquidators of the Chernobyl accident.

Stages of obtaining an apartment from the state

Let's consider the procedure for obtaining housing free of charge.

  • Stage 1. Collect documents from yourself and your relatives who are registered in the apartment, confirming income, as well as special social status: veterans, disabled people, people with chronic diseases, military, etc.
  • Stage 2. If you already have a home, count the number of square meters per person registered. If it is less than the accounting norm for your region, prepare a package of papers in order to get in line.
  • Stage 3. Write an application and, having added the already collected papers to it, register with the local municipal authorities for the free purchase of housing.
  • Stage 4. Government agencies will consider your application within 30 working days from the date of submission. They are given another 3 days to send a written notification to the applicant’s place of registration that you have been registered or denied registration. Important: you should not try to carry out dubious fraud with existing housing to obtain benefit status. Before registering, the authorized bodies will carefully study your housing history for the last 5 years. If they prove deliberate deterioration of living conditions, the allocation of the desired square meters will be denied.
  • Stage 5. Wait for your turn to come, look at the allocated housing and sign a social rental agreement.

Methods for obtaining an apartment from the state

In addition to low-income citizens, housing conditions can be improved by:

Military personnel

This category of civil servants was much luckier than all other applicants for free housing. After all, they have a preferential queue, which is under the control of the Ministry of Defense.

While waiting for their living conditions to improve, military personnel live in apartments at their place of service free of charge.

Those who have served for at least 20 years (or at least 10 years and retired for health reasons or due to retirement, which for military personnel occurs at the age of 45-47) can apply for a subsidized apartment. Of course, you shouldn’t have your own apartment.

There is a concept of “military mortgage”: the state transfers money to a designated account every month until dismissal or the amount of 2.5 million rubles is reached.

These funds can be spent on an apartment, however, if the desired square meters are more expensive, you will have to pay out of your own pocket.

To obtain such a mortgage, a military man enters into two contracts: with the bank and with the state through the head of the military unit in which he serves. By the way, there are similar programs for other employees (judges and rescuers).

Workers who privatize a company apartment free of charge

This method is rarely encountered in practice. This situation is possible when a company allocates a service apartment from its fund under a contract, and then at a certain point the organization ceases to exist. The property becomes the property of the municipality. Based on previous agreements, you enter into a social rental agreement.

If you have not privatized anything before, then you have the right to privatize a service apartment, that is, you receive a gift from your former employer

The large family

The concept of having many children varies from region to region. So in Moscow, families who have given birth to 5 or more children can count on an apartment out of turn. At the same time, other requirements must be met: the income level does not allow you to purchase housing on your own, or you have living space, but it is in disrepair.

Residents of houses in disrepair

This is a common reason, but in fact it is more likely an exchange of dilapidated, unsuitable housing for new housing in the same or similar area, without worsening conditions, i.e. you will receive at least 18 sq. meters per person.

In reality, everything is not so positive. Local authorities are trying to avoid recognizing an apartment or even an entire house as dilapidated and unsafe. This happens because there are no competent specialists to assess the conditions and housing stock for resettlement. Please note that this practice is relevant only for apartment buildings and does not affect private houses.

Chronic patients

If a low-income family lives with a person who has a chronic disease that is contagious or dangerous to other people, this makes it impossible to live together with him.

When he is unable to purchase housing, the country is obliged to provide him with a free apartment. In addition, if the patient requires constant care, the patient moves out together with the guardian.

Consequently, the allocated area is calculated for two people.

Orphans and graduates of orphanages

The housing department is obliged to allocate a separate apartment to such categories of citizens by the time they leave the orphanage. You cannot move them into a communal apartment, dormitory or emergency housing.

What documents are needed to get an apartment from the state?

Papers are needed primarily for registration with municipal authorities. Depending on the category of persons applying for housing, the list may change, but the main documents will be the following:

  • the statement itself;
  • Russian passport for each family member over 14 years old;
  • certificates confirming the relationship of spouses, children and parents;
  • confirmation of income: certificate 2-NDFL, or information about pensions, scholarships, etc.;
  • housing inspection report for five years;
  • certificate of previous registration for ten years;
  • extract from the Unified State Register of Rights (USR): information on the availability of property and its area.

Further, for each specific case, you need to have with you a document confirming the applicant’s special status: a medical examination report indicating the disease for chronically ill people, a certificate of recognition of a large family, etc.

How quickly can you get an apartment from the state?

Only the period for consideration of the application is fixed by law. People can wait for an apartment for years. First of all, preferential categories receive real estate. It is best to constantly contact the authorized bodies and monitor progress in the queue and update the package of papers.

Remember: improving your living conditions is difficult, but possible. Each territorial subject of the Russian Federation sets its own requirements and list of documents. Therefore, we recommend that you familiarize yourself with the situation in your region: study the legislation, visit municipal authorities, or better yet, consult with a lawyer who will tell you what chances you have of being allocated free space.
