One of the main tasks of the state’s social policy is to assist Russians in resolving the housing issue.

A variety of categories of citizens can apply for subsidies. But the process of applying for benefits takes a lot of time and has its own characteristics.

To do everything correctly, you need to find out how to get a subsidy for the purchase of housing in 2023 and who is entitled to help.

Legislative basis

The main document regulating the provision of subsidies for real estate is the Housing Code of the Russian Federation. Articles 50 and 51 establish the right of Russians to such benefits and also explain who is entitled to them. Almost all target programs are developed and approved on the basis of the Housing Code, for example, “Young Family” and “Housing”.

Since the direct responsibility to support citizens in need rests with local authorities, local regulations are also adopted. In addition, relevant Government resolutions are issued periodically. Thus, Resolution No. 63-PP dated January 27, 2009 regulates the procedure for receiving subsidies by civil servants .

Who is eligible for benefits?

In accordance with Russian legislation, state subsidies for the purchase of living space can be provided to:

  • Large families. Each Russian region sets its own criteria for large families. But in most constituent entities of the Russian Federation, families raising three children have the right to apply for funds;
  • Young family. As a rule, a family in which one of the spouses has not reached the age of 35 is considered young;
  • Poor Russians. Their monthly income must be less than the minimum subsistence level established in a particular region;
  • Military personnel. Help can be provided to people currently serving, combat veterans, as well as military retirees;
  • For disabled people and orphans;
  • Families of deceased Russians who had the right to claim benefits;
  • For young professionals;
  • Liquidators of the Chernobyl accident , whose health was damaged;
  • Civil servants and other public sector employees who have worked in their position for at least 1 year;
  • Residents of the Far North and equivalent areas who have at least 15 years of experience and leave these regions.

You can receive a subsidy for the purchase of living space once in your life. If an applicant fits several categories at once, he has the right to choose on what basis it is better for him to apply for a subsidy.

Amount of assistance and calculation formula

Another pressing question for those in need is how much money is allocated. Each person who requires government assistance can approximately calculate the size of the subsidy.

To do this, you need to multiply three numbers: the cost of a meter of housing, the standard for providing living space and the magnifying factor. As a rule, a subsidy for the purchase of real estate covers about 40% of its cost. But a lot depends on the program.

Thus, for the military, the amount of compulsory assistance must be at least 80% of the cost of the apartment.

An important role in deciding the need for housing is played by the standards established by the state. For one person this is 33 meters of total area, for two – 42 meters. If three or more people are registered per square meter, another 18 meters are added for each.

Citizens who apply for a certificate must be able to pay for the remaining portion of the living space. For example, when buying an apartment with a mortgage for a young family, the state almost always helps. But it is necessary that the spouses be able to make mortgage payments.

How are those in need of housing determined?

The main criterion determining the need for square meters is cramped living conditions. Regional authorities are given the right to adjust the standards, so they may differ depending on the area. The cost of living for receiving subsidies is also determined locally.

To receive a certificate, being in need is not enough; you must also report your problems. The basis for registration is an application, as well as accompanying documentation confirming the right to benefits. If it is difficult to document your rights, government assistance is unlikely to be provided.

Where to apply for a subsidy

To register, you must contact your local administration. Typically, such matters are the responsibility of the housing department. The list of documents depends on the region of residence, the status of the applicant, as well as the features of the program in which he wants to participate. But there is a general list of documents that are required in almost all cases:

  1. Passports of all family members living together.
  2. Birth certificates of children.
  3. Certificates of marriage, and, if available, divorce certificates.
  4. Certificates confirming family income and expenses.
  5. Military ID, work book or other documents in accordance with the specifics of the program.
  6. A certificate from the social security authorities confirming the family’s need for improved housing conditions.
  7. A copy of the personal account and an extract from the house register.
  8. If the applicant already has housing, a certificate of ownership must be provided. In cases where the property was purchased with a mortgage, you will also need to bring a loan agreement.

After submitting the application, the documents will be reviewed by a special commission. All data provided by the applicant must be checked for accuracy. If approved, the person gets on the waiting list. Subsequently, the subsidy is calculated and a certificate is issued. The waiting period for government money can range from several months to several years.

Help for young families

Each state program to support needy citizens has its own characteristics. For example, participation in a program for young families requires additional conditions. One of them is related to maternity capital. A family that took out a loan to purchase housing must use the funds to repay part of the debt.

Subsidies for disabled people

A person with disabilities has the right to apply for a subsidy if he:

  • Has official medical documents confirming disability.
  • Does not have his own home or lives in unsatisfactory conditions.
  • I wrote an application to improve living conditions.

Like ordinary citizens, people with disabilities have to wait in line. Even if a disabled child is raised in a family, you will need to wait until it’s your turn. An exception is made only for wheelchair users. In addition, disabled orphans who are able to live independently have the right to priority receipt of square meters.

Project for young professionals

With the help of housing subsidies, the government tries to attract young, educated people to work in certain industries and regions. First of all, this applies to rural areas. One of the conditions of the program is agreement to work in the agricultural industry for at least three years. If a specialist decides to stop participating in the program, he will have to settle accounts with the state.

Only graduates of state educational institutions receive the certificate. Within a year from the date of its issuance, the specialist must get a job in a rural area.

Due to the specifics of the program, long terms for using the certificate have been established for young people. You can use public funds for three years. If a person takes parental leave or joins the army, the period may be extended.

Housing benefits for single mothers

A woman raising a child alone also has the right to benefit from state support. In this case, there must be a dash in the “Father” column on the birth certificate. Data about the father should not be included in the adoption certificate.

To receive a subsidy, you must meet the following requirements:

  1. A woman must obtain official status as a single mother.
  2. The income level must be less than the minimum subsistence level established in the region.
  3. A woman with a child should not have her own home. Another option is that they must live in a house that is classified as unsafe or dilapidated.

The amount of subsidy provided to a single mother cannot be more than 40%.

Benefits for the poor

If a family's income is below the subsistence level, it also has the right to apply for benefits. In addition, people must need improved living conditions. If there is a seriously ill person in the family, the subsidy may be provided out of turn.

Subsidies for employees of the Russian Guard and other civil servants

In accordance with federal legislation, some government employees also have the right to housing. These are, for example, employees of the National Guard, called upon to protect law and order. The law provides for different ways to provide these citizens with living space:

  • Providing office space for temporary use;
  • Providing housing on social rental terms;
  • Compensation for renting an apartment;
  • Subsidizing the purchase of residential premises.

To receive a certificate, an employee of the Russian Guard needs to stand in line. This occurs by submitting a report with a resolution from the immediate superior. The housing commission must review the documents within a month. If a civil servant really lives in cramped conditions, he is put on the waiting list. In the event of the death of an employee, housing is provided to his family without a waiting list.

Also eligible to receive benefits are civil servants raising three or more minor children, disabled children, families living in a hostel, as well as in emergency housing. There are other cases. The list of persons in the civil service is quite wide: these are employees of the Ministry of Emergency Situations, the Ministry of Internal Affairs, the court, the prosecutor's office, the tax police, municipal employees, and so on.

Features of receiving benefits for military personnel

The state pays special attention to providing for military personnel. People who defend their homeland are guaranteed housing if they meet the following requirements:

  1. They need housing and serve under a contract signed before 1998.
  2. At the time of dismissal from the Armed Forces, a military man must have served at least 20 years.
  3. If a person has served for 20 years or more, but still uses departmental housing, he is also provided with a subsidy.

The subsidy is also given to military personnel who have served for 10 years and have departmental housing.

Family members of military personnel can also take part in the program. This also applies to cases where a person died. If an application for assistance is written by a widow, the share of the deceased spouse is taken into account when calculating the living space standard.

In what cases is it possible to refuse assistance?

In some cases, the state may refuse a subsidy. This happens if the applicant deliberately worsens his living conditions in order to get money: he sells his existing apartment, gives it to relatives, or registers other persons. Also, the reason for refusal may be errors in documents or their provision in an incomplete set.

It will not be possible to obtain housing with state participation if the applicant has lost the right to benefits, provided false information, or did not report the availability of other housing. In addition, the law obliges registered citizens to inform the authorities about changes in family composition.

Restrictions on using the certificate

The state is interested in ensuring that the family that receives the money actually solves their housing problem. Therefore, the law establishes certain restrictions on the use of the certificate.

For example, in Moscow and St. Petersburg it is prohibited to purchase housing in a new building if it is less than 70% commissioned. Also, in almost all regions you cannot buy real estate that has been seized or is in collateral.

The certificate can be used to purchase a house or apartment, or to build your own home. It is necessary to select real estate or begin construction within six months, otherwise the subsidy will be reset to zero. In addition, the owner of the certificate has the right to join a cooperative or spend money on improving an existing property.
