Every citizen of the Russian Federation is guaranteed the right to housing under article 40 of our Constitution. - Income information for the last 12 months, for each family member: scholarship and benefit documents, pension certificate, all work certificates, etc. In the absence of work: original + copy of the employment record (in advance assurance to the Human Resources Division); application (nowhere worked, no income, lived on the basis of one and the other) certified by the notary; certificate from the employment centre (which was the fact that the unemployment benefit was received/not received).
- A package of documents/reports on the value of all property (taxable property) held by the claimant and the rest of the family, i.e. a certificate from the PIB, a document from the Land and Land Administration Committee (on the standard price of the plot), a document on the valuation of the vehicles owned (take it to the licensed organization, respectively). Of course, each certificate must be "new" (as of the year of circulation).
- A package of documents confirming the right to housing benefits (originals + copies), i.e. all disability documents, certificates, etc.
- INN + SNILS (also original + copies) for each (if available).
- The records of the living quarters (conclusions, acts, etc.) are for those living in a room that is unsuitable for living.
- Documents on accommodation suitable for permanent residence outside the city in which the application is made (mandatory for each family member, if such accommodation is available).
- Documents on housing security and residence in the first city of the Russian Federation on a legal basis of 10 years (registration certificate).
- The following documents may be required: an inter-ministerial commission ' s act to the effect that housing is not suitable (art. 57, para. 2, para. 1 of LC), a certificate from a medical institution (art. 57, para. 2, para. 3) and a document from the guardianship authorities (art. 57, para. 2, LC).

The first step towards free housing is the formal recognition of a poor family, a decision that is made if the income of every adult family member is below the subsistence level.

Note:
The property/housing conditions of the regulars shall be verified by the authorities:
- Every five years.

Who are accepted into the 2023-2020 apartment line?
According to article 49 of the Russian Code of Housing, social housing is provided by low-income Russians in need of improved housing conditions.
- Russian citizenship is a fundamental requirement for applicants for housing under a social welfare contract (art. 49, para. 5) The rules for registering a "mixed" family vary from region to region, but if it is a single alien or a foreign/stateless family, there is nothing to think about in order to obtain social housing;
- Recognition of the status of the poor in the management of the social security at the place of residence;
- The need to improve living conditions due to a lack of square capacity or a complete absence of one ' s own living space;
- The residency requirement of 5 years (in Moscow - 10 years) is justified given the fact that housing is provided from the budgets of the federated entities;
- The absence of deliberate actions in the last five years prior to the date of registration that would have affected the level of housing availability of applicants (e.g. registration in an apartment, exchange of a larger flat for a smaller one).
Acquiring the status of the poor
Before you get to an apartment, you have to go to the local social welfare office for the status of the poor. It is difficult to assess whether you are in line with the category of "small" and, according to the Russian C.T., only apply "for the purposes of this Code".
In practical terms, this means that the salary of adult family members at the SMIC level or receiving welfare benefits does not guarantee the inclusion of the poor; on the contrary, if parents have sufficient income but have no property and several children, they may be accepted in turn.
In applying for the status sought, staff members shall take into account:
- The total official income of family members (wage, alimony, rent, deposit income, etc.);
- The value of their property (residential and non-residential property, land, TC, self-propelled machinery and tractor equipment).
The list of significant assets will be determined by the officials on the basis of information from the property registration authorities; therefore, the foreign exchange purchased by proxy is not formally owned, nor is it a matter of household appliances or gold ornaments at all.
The applicant will have to collect and carry the certificates; for example, a statement of the inventory value will be required for the relative land, a statement of the vehicle's existence/absence certificate and an expert assessment will be required for the vehicle.
The entire package of documents provided will be carefully checked.
On the basis of the data received, the staff members of the interview determine whether the family will be able to buy an apartment on its own in 20 years.
- Compute the amount of the free funds, taking the minimum subsistence income per member from the total monthly income of the family;
- The figure obtained is multiplied by 12 (months of the year) and 20;
- The total value of the family ' s property is added to the calculation;

- Absence of accommodation where the citizen:
- is not the spouse or child of the owner of the dwelling or the employer of the social dwelling.
- is not an employer under a social employment contract or a social benefit fund;
- does not own housing;
- The provision of a smaller standard of accommodation established by the regional authorities (for Moscow it is 10 square metres for individual apartments and 15 square metres for premises where several families or generations of relatives live).
- Living in non-technical, sanitary property (non-residential, emergency, dilapidated, subject to demolition) irrespective of square.
- Forced co-habitation with patients suffering from a severe or contagious form of chronic disease, who cannot live together for medical reasons; the list of diseases is established by the Government and includes, for example, an active form of tuberculosis, gangrene, mental disorders, epilepsy with seizures.
How do you get on the record?
With a positive opinion from Raekoes, the following package of documents should be submitted to the District Office of the Housing Policy and Housing Department:
- The application for registration under the signature of all family members on the standard form;
- The applicant ' s identity documents (national passport, birth certificate);
